TECHNOLOGICAL APPROPRIATION AND DIGITAL RIGHTS:

by Karla Alas.

Technological appropriation should be understood as the relationship between technology and the individual, in which the following axes interact:

  • Modes of appropriation;
  • Relationship between appropriation and property;
  • Link between appropriation and alienation;
  • All this because appropriation is equal to the action of an individual.

But upon analyzing it, we notice that the definition falls short, since technological appropriation not only includes who appropriates what or what the effects or consequences are, but we must, as Internet users, consider that the concept, with Time has been changing and above all it is broader.

In doctrine, technological appropriation consists of four fundamental stages that end with the adoption of knowledgeskills and new technological strategies. These stages are: access, learning, integration and transformation, although the latter does not occur in all cases.

There is positive technological appropriation, when we talk about a right that is derived from lawful use, and that allows us to create mechanisms that make our lives easier and that help transform the natural environment of human beings and influence the progress of the world. While negative technological appropriation, collaborates rapidly with the deterioration of the environment and violates the rights of people, such is the case of illicit use of a technology against a person.

Now, as human beings who interrelate with each other, since we are interacting on a mobile device, social networks, and since we find ourselves in a short-distance world thanks to the Internet, the issue of transformation is beyond the issue of the appropriation.

When the Internet user interacts, he is not thinking about who he belongs to, he is only acting, which is why the concern must go further, because necessarily when talking about appropriation we should think about protection, but it happens that the individual only acts and does not measure the consequences. Cause = Effect.

The concern should be beyond that, it should be, in the realm of knowledge and understanding. Thus, an Internet user should learn and know what an algorithm is, understand how big data works, how events occur with artificial intelligence, but to do so they must start from how it works, and how machine learning plays an important role, and if We see with simplicity, it is not a computer 100% issue, because we make the mistake of thinking that everything revolves around it.

Our concern should be connected to our way of life, from the moment we are born, how we grow, educate ourselves, how we live, how we like to enjoy life, how our interests are related so that other people know our tastes and preferences, and in That exercise, the emergence of relationships allows us to create greater possibilities of choice, from what we like to eat, drink, dress, read, where we like to travel, where to go, what our hobbies are, even, and that through that approach, can be visualized, a diagnosis, a treatment or a possibility.

These multiple forms of choice are translated into data.

The data that is the water of the desert and that many are creating oases so that with them, an entire election platform can be recreated.

The data is therefore associated with the business world, the political world, the social world, the academic world, the religious world and even unreachable worlds, starting from one point...the appropriation of data.

By creating patterns of behavior with which other users, the attempt is made for the individual to be able to search for each other, due to affinity and shared tastes. At that moment, no user starts to think about who the data belongs to. He worries, until he was hacked, cloned, unsubscribed, or lost followers….

From there, we must talk about appropriation but thought in a broad sense.

Logically, the more access you have, the more alliances are being formed, in a more comprehensive language, the more likes you have, the better accepted you are.

That is the philosophy of the influencer, for example, the more followers, the higher your ranking is, but the phenomenon occurs due to reach, and consequently due to the access you have, which often gives rise to permanent relationships based on taste and preference. that one has, or, of generating an opinion of rejection, which in the same way, consumes the follower, because he associates the thought, for the simple fact that there is a digital empathy.

Therefore, when talking about technological appropriation, we must necessarily link it with a digital right, since we are tied in this world, and therefore the inappropriate use of what we consider our own, technologically speaking, is prohibited by the cross-border limit of data, and therefore your “appropriation” is also limited.

Of course, we have a perennial technological need, we want the latest mobile phone, we want more apps, we want to have open internet, unlimited access, open codes...and this is because information and culture are advancing and transforming towards a revolution, for suddenly 4.0.

We demand speeds of more than 5G, and we are recognizing that if there is a universal right to the right to access the Internet, known as a dupright  that every person has to access it, in order to exercise and enjoy their rights to freedom of expression among other fundamental human rights that make up democracy, so that state and the United Nations have the responsibility to ensure that the access  be widely available, and cannot unjustifiably restrict a person's access to the Internet.

This right is already recognized as a fundamental right by the laws of various countries.

Thus, we are also associating digital appropriation as a derivation of the right to digital property, however, we must be clear that in this digital universe, there are also other rights such as:

  • Right to digital access
  • Right to digital non-discrimination
  • Right to digital existence
  • Right to digital reputation
  • Right to digital home
  • Right to Update and Digital Patch
  • Right to Cyber Peace and Digital Security
  • Right to digital responsibility
  • Right to be Forgotten
  • Among others

Therefore, digital appropriation in critical and macro thinking exists beyond the social, political, religious and economic.

Technological appropriation consequently requires that we get involved, and the State must be the largest participant, because it must guarantee freedom of expression, access to transparency, regulate the invasive use of privacy, protect minors who are exposed, but also to everyone, because we can all be violated, ensure that digital rights are preserved for the full use of data, in a world that is being transformed.

We do not doubt that we are on a good path, there is much to do and the world is raising awareness, recognizing that as humans, we must do the best and the right to digital transformation is part of the fundamental principle of digital respect, like the great Benedict Juárez quoted: ““Respect for the rights of others is Peace.”
