NEWS FLASH – GOVERNMENT OF EL SALVADOR INVITES PUBLIC TENDER: PUBLIC-PRIVATE PARTNERSHIP FOR AIRPORT CARGO TERMINAL

The Government of El Salvador, through the Autonomous Executive Port Commission (CEPA), in coordination with the Investment Promotion Agency (PROESA), has invited national and foreign legal entities to participate in the bidding for financing, design, construction, equipment, maintenance and operation of works that allow the transfer of import and export products efficiently in the Cargo Terminal of the San Óscar Arnulfo Romero y Galdámez International Airport (AIESSOARG).

PROJECT DESCRIPTION: The project contemplates two phases of development: Phase 1 consists of the financing, design, expansion, construction, equipment, maintenance and operation of the existing Cargo Terminal. Phase 2 consists of the financing, design, construction, equipment, maintenance and operation of a new Cargo Terminal infrastructure. Both phases will take place at the airport facilities (AIESSOARG).

ESTIMATED OFFICIAL BUDGET OF THE WORK: The budget for Phase 1 is USD 11,767,213.00 (eleven million seven hundred and sixty-seven thousand two hundred and thirteen United States dollars), excluding 13% VAT. This value is referential and considers the nominal value of the works of the Public Private Partnership Contract, including all project costs, general expenses and the supply of basic services, payments from the Special Purpose Company during the Construction Phase and the costs for the preparation of the Definitive Project. The Reference Budget for Phase 2 is approximately USD 43,760,218.00 (forty-three million seven hundred and sixty thousand two hundred and eighteen dollars of the United States of America), which does not include 13% of VAT.

PARTICIPANT REQUIREMENTS: The bidding will be international, and national and foreign legal entities may participate, individually or as part of a consortium, that comply with the Special Law on Public-Private Partnerships, the Regulations of said law and the Bidding Rules.

DELIVERY OF TENDER BASES: The Bidding Terms will have a cost of USD 1,500.00 (one thousand five hundred dollars of the United States of America), which includes VAT. Payment can be made by certified check payable to the Autonomous Port Executive Commission or in cash at Bulevar Los Héroes, Edificio Torre Roble, Level 11, Metrocentro Shopping Center, San Salvador during the following hours: Monday to Friday from 8 a.m. :00 am to 4:45 pm, Telephone (503)2537-1308. Those interested can purchase the bases until December 12, 2019.

QUERIES AND CLARIFICATIONS: Interested parties who have obtained the Tender Rules may make inquiries or request clarifications up to thirty (30) days before the date of receipt and opening of the offers. Queries must be addressed in writing and in Spanish to the President of CEPA with a copy to the Project Bidding Team, at the address indicated in the previous paragraph. The physical consultation will be deemed received on the date and time indicated by the seal placed by the coordinator of the Bidding Team or by whomever he or she delegates.

RECEPTION AND OPENING OF OFFERS: The Offers will be received by the Offer Evaluation Commission in a public event at 10:30 am on Wednesday, February 12, 2020 and the opening of the economic offers will be held in a public event at 10:30 am on March 12, 2020. 2020. Both events will take place in the Hall of Honor of the International Fair and Convention Center.
