NEWS FLASH – GOVERNMENT OF EL SALVADOR INVITES TO PUBLIC INTERNATIONAL BID: PUBLIC PRIVATE PARTNERSHIP FOR AIRPORT CARGO TERMINAL

The Government of El Salvador, through the Autonomous Executive Port Commission (“CEPA” for its initials in Spanish), in coordination with the Investment Promotion Agency (PROESA), has invited national and foreign legal entities to participate in the bid for the financing, design, construction, equipment, maintenance and operation of works that permit the transfer of import and export products in an efficient manner in the Cargo Terminal of El Salvador International Airport “San Oscar Arnulfo Romero y Galdamez (abbreviated “AIESSOARG” for its initials in Spanish).

PROJECT DESCRIPTION: The project includes two development phases: Phase 1 consists of the financing, design, expansion, construction, equipment, maintenance and operation of the existing Cargo Terminal. Phase 2 consists of the financing, design, construction, equipment, maintenance and operation of new infrastructure of the Cargo Terminal. Both phases shall be carried out at airport property (AIESSOARG).

ESTIMATE OFFICIAL BUDGET: The budget for Phase 1 is of USD 11,767,213.00 (eleven million seven hundred and sixty seven thousand two hundred and thirteen United States dollars), excluding 13% VAT. This amount is for reference purposes and considers the nominal value of the works performed under the Public Private Partnership Contract, including all costs of the project, general expenses and the supply of basic services, payments of the Special Purpose Vehicle during the Construction Phase and the costs for the elaboration of the Definite Project. The Referential Budget for Phase 2 is an approximate of USD 43,760,218.00 (forty three million seven hundred and sixty thousand two hundred and eighteen United States dollars), which do not include 13%  VAT.

PARTICIPANT REQUIREMENTS: The bid will be international, and both national and foreign legal entities may participate, individually or as part of a consortium, who must comply with the requirements of the Special Law of Public Private Partnerships, the Regulations of said law and the Bidding Bases.

DELIVERY OF BIDDING BASES:  The Bidding Bases will have a cost of USD 1,500.00 (one thousand five hundred United States dollars), which include VAT Tax. Payment can be made through a certified check issued in the name of “Comisión Ejecutiva Portuaria Autónoma”  or in cash at Boulevard Los Heroes, Edificio Torre Roble, Nivel 11, Centro Comercial Metrocentro, San Salvador during the following schedules: from Monday to Friday from 8:00 a.m. to 4:45 p.m., Tel: (503) 2537-1308. Interested parties may acquire the bases up until December 12, 2019.

QUESTIONS AND CLARIFICATIONS: Interested parties who have acquired the Bidding Bases may send questions or request clarifications until thirty (30) days before the date of reception and opening of bids. Questions must be made in writing and in Spanish to the President of CEPA with copy to the Project Bid Team, to the address specified above. The question shall be considered received, at the date and time indicated in the reception seal placed by the coordinator of the Bid Team or by the person whom he designates for such purpose.

RECEPTION AND OPENING OF OFFERS: Offers will be received by the Offer Evaluating Committee in a public act at 10:30 a.m. of February 12, 2020 and Economic Offers shall be opened in a public act at 10:30 a.m. on March 12, 2020. Both acts will take place at the Reception Hall (“Salon de Honor”) of the International Fairs and Convention Center, also known as CIFCO.
