Francisco has more than 50 years of experience in the practice
of law. In addition to serving as Senior Counsel, he is legal
advisor to the Ministry of Public Safety, legal advisor to the
Supreme Court of Justice and a member and former vice-president
of the Inter-American Human Rights Commission.
He has enjoyed a distinguished diplomatic career in which he has
served the Ministry of Foreign Affairs as Ad-honorem advisor,
Technical advisor, and General Director of Foreign Affairs. He
has been the Ambassador of El Salvador to the United States of
America, Costa Rica, Guatemala and Chile, and has represented El
Salvador before the Organization of American States Permanent
Council.
He has written books on international private law,
constitutional law and trial procedures and has taught
university courses on constitutional law, theory of state, labor
law and private international law.
A graduate of the National University of El Salvador, Francisco
also completed an Interdisciplinary Course on Central American
Integration at the University Rodrigo Facio in Costa Rica and
attended courses on European Community Institutions at the
University of Brussels.
